He has been serving as Minister in the Cabinet of the Prime Minister and of State Reform since 5 June 2025 and remains in office to the present day. He holds a PhD in Law and, since 2022, has been Chairman of the Board of Directors and Executive Commission of the Francisco Manuel dos Santos Foundation, while also working as an Associate Professor at the Law School of Católica Portuguesa University.

Between 2008 and 2014, he served as an advisor on Legal and Constitutional Affairs at the President of the Republic’s Civil House, continuing as a consultant to the same body from 2014 onwards. During this period, he was also Director of the Observatory for Migrations.

In 2015, he was appointed Deputy Minister of Administrative Modernisation. He has also been a member of the National Board for Migrations and Asylum, as well as the Management Board of the European Union Agency for Fundamental Rights.
